They do so by submitting links and stories to Twittley, other users then vote and comment on those stories. When a Twittley user votes for a story a link is also posted onto their Twitter account so their followers can take a look at the story as well. Twittley goes farther than just counting the number of retweets a link receives. That type of system can be easily cheated. Twittley Karma is a system that takes a wide variety of variables into consideration to figure out the actual popularity of a link being retweeted on Twitter.
